AI agents are flooding public services with new requests
Reported 10 Sep 2026 · entered the ledger 25 Sep 2026 · last checked 25 Sep 2026 · Side effect
As generative AI tools make drafting complaints and petitions effortless, public agencies face surges in filings. UK housing ombudsman complaints grew from 2,600 in 2022 to over 7,000, while US CFPB complaints multiplied fivefold, straining administrative resources without a commensurate budget increase.

The case
- The assumption that broke
- Administrative burden and filing friction functioned as an unintentional filter that rationed agency workloads, assuming that only motivated claimants with time and literacy to navigate bureaucratic forms would submit requests.
- The first-order effect
- A massive surge in formal filings, inquiries, and complaints across 84 administrative and judicial bodies in 11 jurisdictions, including a 5x increase at the US CFPB and a doubling of housing complaints in the UK.
- Who pays
- Public service agencies and agency staff handling exponentially larger complaint volumes with unchanged budgets, leading to delays and processing backlogs · group: Clerks and public staff
- Scale and speed
- 5 of 5 · fast

In the United Kingdom, complaints to the housing ombudsman more than doubled since the introduction of ChatGPT, rising from 2,600 in 2022 to just over 7,000 last year. The United States’ Consumer Financial Protection Bureau (CFPB) saw 5x growth in complaints over the same period. There were similar jumps in Brazilian judicial petitions and German parliamentary petitions.
